Please review the Agenda to determine if the subject you wish to discuss is scheduled for Council consideration.  If it is on the Agenda, you will have an opportunity when that matter comes up for discussion to briefly address the Council.

 

If the subject is not on tonight’s Agenda, please complete an Agenda Request Form (on Clerk’s table) and present it to the City Council Clerk.  You will have the opportunity to speak on the subject under Item 5.2.  However, if the item is not on the Agenda, each speaker will be limited to one five (5) minute opportunity to speak, unless the City Council makes an exception due to special circumstances.

 

The Brown Act prohibits the Council from taking action on any item not placed on the printed Agenda in most cases. 

 

Effective July 1, 2008, the Brown Act requires any non-confidential documents or writings distributed to a majority of the City Council less than 72 hours before a regular meeting will be made available to members of the public at the same time they are distributed.

 

City Council meetings are televised and can be seen live on Cable Public Access Channel 11 and on tape delay the following morning at 10:00 a.m.

 

In compliance with the Americans with Disabilities Act, the City of Anderson will make available to members of the public any special assistance necessary to participate in this meeting.  The public should contact the City Clerk’s office (378-6646) to make such a request.  Notification 72 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting.

Discuss and refine a list of priority programs and projects for July 1, 2009 to June 30, 2011.

RECOMMENDED ACTION:

 

Adopt a resolution authorizing the City Manager to prepare, and the Mayor to submit, a site within the City of Anderson for consideration by the Judicial Council of California Administrative Office of the Courts for the development of a new trial courthouse facility.

 

 

8.2b     CONDITIONAL AUTHORIZATION TO BID STREET MAINTENANCE PROJECT 2009-2

 

RECOMMENDED ACTION:

 

Adopt a resolution amending the 2008-2009 budget for an anticipated award of federal stimulus funds and authorizing the Deputy Public Works Director, conditional upon receiving State Department of Transportation clearance to proceed under the National Environmental Policy Act, to advertise for construction bids and conditionally set a bid opening for 2:00 p.m. on Thursday April 23, 2009.

8.4       ASSISTANT CITY MANAGER

 

AUTHORIZATION TO AWARD THE BID FOR THE HIGHWAY 273 LANDSCAPING REHABILITATION

 

RECOMMENDED ACTIONS:

 

1.            Award the contract for the Highway 273 Landscaping Rehabilitation to Franklin Construction of Redding, CA in the amount of $62,428.00.

 

2.            Authorize the City Manager to execute the contract upon receipt of required insurance certificates and payment and performance bonds.

 

3.            Authorize the Assistant City Manager to approve project change orders not to exceed 20% of the contract bid amount.

 

8.5       FINANCE DEPARTMENT

 

            IDENTITY THEFT PREVENTION PROGRAM POLICY

 

RECOMMENDED ACTION:

 

Adopt a resolution establishing an Identity Theft Prevention Program Policy in compliance with the Fair and Accurate Credit Transactions Act (FACT) of 2003.

ANDERSON RIVER PARK RESTROOM PROJECT

 

RECOMMENDED ACTION:

 

Authorize the Director of Parks & Recreation to advertise for Design/Build Construction bids and to set Thursday, April 16, 2009 at 2:00 p.m. for opening of bids.

SEWER DISTRICT 1-09, SILVERGATE SUBDIVISION

 

RECOMMENDED ACTION:

 

Adopt a resolution confirming the maps of the assessment district, approving the engineers report, ordering the formation of Sanitary Sewer District, and ordering the levy and collection of assessments.

RECOMMENDED ACTION:

 

Adopt a resolution declaring April 13th through April 18th 2009, as April Clean-up Week.

 

8.9b     AWARD OF BID FOR STREET MAINTENANCE PROJECT 2009-1

 

RECOMMENDED ACTION:

 

Adopt a resolution:

 

1.      Awarding the contract for Street Maintenance Project 2009-1 to the lowest responsible bidder, Northwest Paving of Redding, CA in the amount of $182,496.00.

 

2.      Approving Contract Change Order No. 1 in the deductive amount of $59,441.50.

 

3.      Authorizing the City Manager to execute the contract upon receipt of required insurance certificates and payment and performance bonds.

 

4.      Authorizing the Deputy Public Works Director to approve additional project change orders not to exceed 10% of the contract bid amount.
