Please review the Agenda to determine if the subject you wish to discuss is scheduled for Council consideration.  If it is on the Agenda, you will have an opportunity when that matter comes up for discussion to briefly address the Council.

 

If the subject is not on tonight’s Agenda, please complete an Agenda Request Form (on Clerk’s table) and present it to the City Council Clerk.  You will have the opportunity to speak on the subject under Item 5.2.  However, if the item is not on the Agenda, each speaker will be limited to one five (5) minute opportunity to speak, unless the City Council makes an exception due to special circumstances.

 

The Brown Act prohibits the Council from taking action on any item not placed on the printed Agenda in most cases. 

 

Effective July 1, 2008, the Brown Act requires any non-confidential documents or writings distributed to a majority of the City Council less than 72 hours before a regular meeting will be made available to members of the public at the same time they are distributed.

 

City Council meetings are televised and can be seen live on Cable Public Access Channel 11 and on tape delay the following morning at 10:00 a.m.

 

In compliance with the Americans with Disabilities Act, the City of Anderson will make available to members of the public any special assistance necessary to participate in this meeting.  The public should contact the City Clerk’s office (378-6646) to make such a request.  Notification 72 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting.

6.1              MINUTES - Approve the minutes of the regular meeting of May 18, 2010.

7.0       PUBLIC HEARING - WATER AND SEWER USER CHARGES

 

 RECOMMENDED ACTION:

 

1.     Adopt a resolution increasing water consumption charges by 3% effective October 1, 2010 and again by 2% effective October 1, 2011.

 

2.     Adopt a resolution increasing monthly sewer user charges by 2% effective July 1, 2010 and again by 2% effective July 1, 2011.

 

7.1       PUBLIC HEARING - VINEYARDS AT ANDERSON FINAL ENVIRONMENTAL IMPACT REPORT, SPECIFIC PLAN AND FIRST READING OF VINEYARDS PLANNED DEVELOPMENT ORDINANCE (This is a large document)

 

            RECOMMENDED ACTION:

 

1.     Open the public hearing and take public comment; and

 

2.     Adopt a resolution certifying the Final Environmental Impact Report (FEIR) for the Vineyards at Anderson Project; and

 

3.     Adopt a resolution adopting the Vineyards at Anderson Specific Plan (SP); and

 

4.     Introduce an Ordinance for first reading:

 

a.      Amending Chapter 17.33 deleting in its entirety the Planned Development Ordinance known as “The Sanderson Subdivision” and adding Vineyards Planned Development (VPD) Sections 17.33.010 through 17.33.110; and

 

b.     Revising the zoning map for the City of Anderson rezoning approximately 525 acres located within the City limits from Low Density Residential/Hillside Slopes (331 acres) and Planned Development (194 acres) to VPD and pre-zoning the remainder of the specific plan area outside of the City limits to a designation of VPD.

 

5.     Place the ordinance on the June 15, 2010, City Council agenda for enactment (second reading).

            RESOLUTION CALLING FOR A GENERAL MUNICIPAL ELECTION

 

            RECOMMENDED ACTION:

 

Adopt a resolution calling for a General Election on November 2, 2010, for the purpose of electing two Council members to four-year terms.

 

8.4       FINANCE DEPARTMENT

 

RESOLUTIONS OF INTENTION TO RENEW LANDSCAPE & LIGHTING DISTRICT 93-2, LANDSCAPE AND LIGHTING ASSESSMENT DISTRICT NO. 2006-1 FOR THE VINEYARDS AT ANDERSON, SOUTH RIDGE TERRACE – UNIT 1 LANDSCAPING MAINTENANCE DISTRICT, AND SANITARY SEWER MAINTENANCE DISTRICT 01-09, SILVERGATE-SUBDIVISION FOR THE FISCAL YEAR 2010-2011

 

            RECOMMENDED ACTION:

 

1.     Adopt a Resolution of Intention to renew Landscape and Lighting District No. 93-2 assessments for 2010-2011 with no rate increase or change in assessment methodology.

 

2.     Adopt a Resolution of Intention to renew Landscape and Lighting Assessment District No. 2006-1 for the Vineyards at Anderson.

 

3.     Adopt a Resolution of Intention to renew, South Ridge Terrace – Unit 1 Landscaping Maintenance District with no rate increase or change in methodology.

 

4.     Adopt a Resolution of Intention to renew Sanitary Sewer Maintenance District 01-09, Silvergate-Subdivision.

 

8.5       PARKS AND RECREATION DEPARTMENT – None.

 

8.6       DEVELOPMENT SERVICES DEPARTMENT

 

8.6a     GROUND LEASE OF A PORTION OF THE CITY OWNED PROPERTY LOCATED AT THE CORNER OF NORTH AND OAK STREETS FOR A PRIVATE DRIVE-THRU COFFEE KIOSK 

 

            RECOMMENDED ACTION:

 

            Authorize the City Manager to enter into a lease, of substantially same format and terms as attached, for approximately 12,000 square feet of land located on the northeast end of the City owned property on the corner of North and Oak Streets.

8.6b     REGULATION CONCERNING THE CULTIVATION OF MEDICAL MARIJUANA IN THE CITY OF ANDERSON

 

            RECOMMENDED ACTION:

 

            Direct staff to utilize our currently adopted nuisance abatement codes and procedures to pursue enforcement of marijuana-related neighborhood nuisances and to return to the Council with recommendations regarding imposition of administrative fees and penalties for code enforcement actions.

 

8.7       POLICE DEPARTMENT – None.

 

8.8       PUBLIC WORKS DEPARTMENT

 

            AUTHORIZATION TO BID THE SR273/3RD STREET TRAFIC SIGNAL PROJECT

 

            RECOMMENDED ACTION:

 

1.      Approve the Plans, Specifications, Estimates and Contract Documents for the SR273/3rd Street Traffic Signal Project, and instruct the Public Works Director to advertise for bids.

 

2.    Authorize the opening of bids at 2:00 p.m. June 30, 2010 in the Office of the City Clerk.

 

9.0       STAFF REPORTS - Finance Office Manager Liz Cottrell will advise the Council about computer support services.
